The pokemon who uses Memento will first faint. After that, the targetted pokemon will have both their Attack and Special Attack lowered by 2 steps on the Stat growth scale.
If a pokemon has already had their Attack and Special Attack lowered 6 levels below normal, then Memento will, predictably, not lower either stat any further.
Memento is not subject to normal Accuracy/Evade modifiers and can hit pokemon during the semi-invulnerable state during the moves Bounce, Dig, Dive, and Fly. The effects on the targetted pokemon can be stopped by various protections such as the moves Protect/Detect and Substitute or abilities such as Clear Body or White Smoke.
Memento is affected by Brightpowder when the opposing pokémon is equipped with it.
